QUEZON CITY, 17 April (PIA) – The Philippine National Police (PNP) and German group Hanns Seidel Foundation (HSF) renewed its partnership with the signing a Memorandum of Understanding (MOU) recently held at the PNP Headquarters in Camp Crame, Quezon City.
Police Deputy Director General Marcelo Garbo, Jr. and HSF Resident Representative Mr. Paul G. Schaefer signed the MOU, witnessed by Charge d’ affaires Michael Hasper on behalf of His Excellency Thomas Ossowski, Ambassador of Germany to the Philippines and Police Chief Senior Superintendent Antonio Belle Viernes, Chief of the PNP Human Rights Affairs Office.
The PNP and Hanns Seidel Foundation of Germany have been working closely to mainstream human rights in the PNP through human rights education and training, community-based dialogues, and the development of various knowledge products, tools, and guides on human rights-based policing since 2008.
This year, both parties have committed to host the first ever Southeast Asia Human Rights Forum for the Police Officials from April 27 to 30, 2015. The forum aims to promote an opportunity for the presentation of country-specific experiences in observance of human rights in police operational procedures and in the conduct of training police recruits.
It will also serve as a venue for developing a framework for human rights cooperation in the context of the Security Sector Reforms, and ASEAN Integration in 2015, among others.
The partnership will also pave way for conduct of Human Rights-Based Policing Rights Forum for Police Officials in Luzon, Visayas, and Mindanao including the National Capital Region. Moreover, the PNP and HSF will also work with civil society organizations and local PNP units to promote Community-Oriented and Human Rights-Based Policing. (PNP/RJB/JEG/PIA-NCR)
