MAKATI CITY, July 21 (PIA) – The local government would soon implement an ATM payroll system (automated teller machine) for salary payments, according to new Public Information Office chief Gilbert Delos Reyes.
In a statement, Delos Reyes said Acting Makati Mayor Romulo "Kid" Pena is committed to fully implement an electronic payroll system by the end of the year.
He said the ATM payroll system is one of the best tools that can be utilized to "exorcise" the bureaucracy of ghost employees and protect the city's coffers from future abuse.
"For the longest time, city hall has been haunted by the allegation of ghost employees milking the city's funds dry. By modernizing government financial management processes using available technology, we safeguard the city's resources and end the system of 'envelopmental employment' since ATM accounts will only be available to legitimate city hall employees who can show sufficient proof of identification," Delos Reyes said.
"Kung walang empleyadong multo, tiyak mababawasan ang abuso," he ssaid. (If there were no more ghost employees, corruption would be minimized.)
The PIO chief said the city mayor will request the support of the city council in order to fast-track the full modernization of Makati's payroll system.
He said by transitioning to an electronic payout process, it would make the system simpler, more efficient and transparent.
“It will ease the burden of our employees who have to wait in long lines just to get their salaries," he added.
Delos Reyes said there is "no reason in the world" why the country's premier business district is the only local government in Metro Manila still using a manual payout system.
"It is quite ironic that we have a so-called world-class building and a lavish office for our top local executive, yet, we can't modernize our own payroll system. I believe we can do better. The people of Makati deserve better," Delos Reyes said.
Earlier, Budget Secretary Florencio "Butch" Abad said Makati is the last local government in Metro Manila still handing out envelopes to its employees during pay days.
Citing a 2012 report by the Commission on Audit, he said that while Makati continue to pay its employees using cash, majority of government offices were already using ATMs to pay for the salaries of their workers. (PIO/RJB/JCP/PIA-NCR)
