QUEZON CITY, JULY 5 (PIA)--Mayor Herbert Bautista has approved an ordinance that will create the Quezon City Human Rights Action Center (QCHRAC) which will develop and carry out the implementation of the city's human rights plan.
Ordinance SP-2411, series of 2015 creates QCHRAC that will be tasked to establish a continuing program of research, information and education to enhance respect for human rights in coordination with the Commission on Human Rights (CHR), the Department of Interior and Local Government (DILG), and various organizations and local government officers and employees.
The QCHRAC, which will be under the Office of the Mayor, may propose to the Council the integration of human rights programs, projects and activities as well as recommend appropriate legislations to the Council's Human Rights committee.
By serving as a hub for Access to Justice Network, the center is also expected to provide legal and paralegal assistance to victims of human rights violations and urge the participation of local government officials and civil society organizations in promoting human rights in the city.
To promote awareness, the center will also serve as information center on human rights programs and services and reproduce and disseminate human rights information, education and communication materials (IEC) within the city government.
This also includes the posting and publication of human rights programs in the websites, bulletin boards and newsletters of the city government.
Under the measure, the QCHRAC is mandated to organize human rights action officers (HRAOs) at the city level and strengthen linkages with the regional and field offices of the CHR, DILG, and other human rights service providers as well as consolidate semestral human rights situationer reports from the Barangay Human Rights Action Teams (BHRAcTs).
The QCHRAC was created in deference to the Memorandum of Agreement signed by the QC government and the Commission on Human Rights (CHR) which provides the functions for enhancing the primacy of human rights in the city as well as provide measures and legal aid to human rights victims, especially the underprivileged whose rights have been violated or need protection.
Under the measure, the new human rights action center will be headed by the City Administrator as Chairperson, the City Legal Officer and the City Council Chairman for Justice and Human Rights as co-Chairpersons, with officers from the city Social Services Development office, city Planning and Development office, city Health Department, Public Affairs and Information Services office, Council secretary, QC Philippine National Police human rights officer, Barangay Human Rights Action Officer (BHRAO) Association president and at least three to five representatives from the civil society organizations, nongovernment organizations (NGOs) and people organizations (POs) as members.
