QUEZON CITY, Oct. 24 (PIA) – The Aquino administration’s chief peace negotiator has expressed optimism in the 16th Congress’ capacity to pass the Bangsamoro Basic Law (BBL), despite some hindrances being faced by the proposed bill.
During the Kapihan sa Media ng Bayan at PIA on Friday, Prof. Miriam Coronel-Ferrer said she is hopeful the measure could be passed by both the upper and lower house, as she described what could have been BBL’s timeline within the ”last two minutes” of the third regular session of Congress.
“Ngayon, hindi ba parang may last two minutes pa tayo. Dapat mahabol talaga natin ito, dahil wala namang dahilan para hindi ito mangyari.. dito sa napakahabang proseso ng paghahanap ng solusyon sa mga nangyari sa Mindanao” Ferrer said. (Now it seems we only have two minutes left. We really have to push its passage because there’s no reason for it not to happen.. in this lengthy process of finding a solution to what is happening in Mindanao.)
The House of Representatives is set to resume session from Nov. 3 to Dec. 18, while the Senate is scheduled on Nov. 17 and will run until Dec. 19. The House is set to resume plenary debates on the BBL when it convenes, while at the Senate, it is still at the committee level.
“Payag naman ang liderato ng House at ng Senado na iyan ay bagay na ibabalik nila sa kanilang agenda. Syempre ‘yung process ng pagsasagawa ng batas talagang masalimuot,” she added. (Both the House of Representatives and Senate leadership have agreed to include the matter in their agenda. However, the process it would take in order to enact a law is quite elaborate.)
“Nandiyan pa rin ang ating apela sa ating kongreso na ito naman, ito naman ang bigyan nila ng pansin,”Ferrer said. (We are still making an appeal to Congress to please prioritize this.)
The BBL is envisioned by the Aquino administration to give the Bangsamoro people both fiscal and political autonomy and pave the way toward a lasting peace in the entire Mindanao region. (RJB/JCP/PIA-NCR)
