MANILA, 12 May (PIA) -- An open letter addressed to Communist Party of the Philippines founder Jose Maria Sison was sent to the Philippine Information Agency-National Capital Region via email this afternoon.
The sender, Mr. Ernesto Alcanzare is the organizer of Yes For Peace, an unfunded, non-government initiated peace education and advocacy campaign, is being supported by Department of Education, the Philippine Postal Corporation, the Presidential Communications Operations Office, the Philippine News Agency, the National Printing Office, and the Philippine Information Agency.

Dear Professor Sison,
Before the just concluded elections, you have declared that you would come home to talk peace with the government as a consultant of the Communist Part of the Philippines-National Democratic Front-New People’s Army (CNN) peace panel and thereafter participate in bringing about change here in our country in the event that Mayor Rodrigo Duterte wins as President.
Mayor Duterte is now presumed to have won because even if all votes still to be counted go to the candidate with the second highest number of votes, he would still be the winner.
Today’s news here in the Philippines herald Mayor Duterte’s openness to releasing advisers of the CNN who now languish in jails and charged with common crimes which we welcome as a positive sign of his sincerity to resume the peace negotiations.
Inasmuch as you are willing to come home, we would like to inform you of the RESOLUTION DECLARING ALL UP CAMPUSES A ZONE OF PEACE, FREEDOM AND NEUTRALITY adopted by the Board of Regents of our Alma Mater – the University of the Philippines System -- in its 1056th Meeting which stated that, “UP shall offer its campus as a possible venue open and multilateral peace talks between the government and all armed revolutionary groups, and serve as mediating institution peace talks” and that, “UP recognize and support the DiYES FOR PEACE campaign and all its objectives, both within the university and nationwide.”
To give wide democratic support to the resolution, we have conducted the education and advocacy component of the across the country towards the attainment of the following goals: a) Permanent cessation of armed hostilities between the government and all armed groups; b) Conduct of peace talks anywhere in the Philippines instead of abroad; and c) Bayanihan or collective involvement and participation for the implementation of programs and projects that have been or will be agreed upon in peace talks.
As of today, we have solicited the support of 12,290,256 Filipinos and look forward to helping bring about an era of a just, comprehensive and lasting peace through negotiations to be held in any UP campus and our university as the mediating institution in lieu of foreign governments.
We look forward to working hand in hand with you in asserting peace as an individual and collective human right of the Filipino people and, as Congresswoman Leni Robredo urged the people to live up to the constitutional provision, “Sovereignty rests upon the people and all government authority emanates from them.”
