MANILA (PIA) — The Metropolitan Manila Development Authority (MMDA) has rolled out significant upgrades to its No Contact Apprehension Policy (NCAP) web portal, introducing digital tools for fleet management and online contestation while launching a partnership with GCash to simplify fine payments.
MMDA Chairman Don Artes said the enhancements to the “May Huli Ka” website (https://mayhulika.mmda.gov.ph/) allow motorists to verify violation records and manage payments more efficiently, aligning with President Ferdinand R. Marcos Jr.’s directive to improve public service through digital innovation.
“With the new features made available in the May Huli Ka website, motorists can now check on their records anytime and anywhere as we continually improve on the system and make it more inclusive,” Artes said.
Digital upgrades and fleet management
Through the portal, vehicle owners can now view video or photographic proof of violations by entering their license plate and Motor Vehicle (MV) File number.
A key upgrade is the ability to register multiple vehicles under a single account. The agency designed this feature for Transport Network Vehicle Service (TNVS) operators, ride-hailing fleet managers, and logistics companies to track and review violations across their entire fleet.
Motorists can also contest violation tickets remotely via the new “E-Contest” feature. Verified account holders can input details, upload required documents, and receive email notifications regarding the MMDA Traffic Adjudication Division’s decision.
Digital payments
To further ease transactions, the MMDA signed a memorandum of agreement with G-Xchange Inc. to accept payments for traffic and littering fines via the GCash “Pay Bill” feature.
The service includes a reduced convenience fee of P7 per transaction, down from the previous P12. Payments are reflected on the next business day.
“We lowered the convenience fee per transaction to P7 from the previous P12 for [an] easier and cheaper way of paying MMDA fines,” GCash for Business Head Edgardo Layug said.
Industry support
Representatives from ride-hailing apps Angkas and Grab expressed support for the system updates.
Angkas representative Jauro Castro noted the project is a “step forward in the right direction” for increasing road discipline. Similarly, Grab Philippines representative Gio Tingson acknowledged the MMDA’s extensive consultation with stakeholders, ensuring the safety and concerns of driver-partners were addressed.
Tingson reminded vehicle owners to keep ownership records updated and to process transfers of ownership immediately to avoid liability issues.
He also clarified that the portal only reflects MMDA NCAP violations, motorists must check with the Land Transportation Office or local government units for other apprehensions.
Future implementation and data
Artes announced that the MMDA is currently programming its AI cameras to capture overspeeding violations, which are currently monitored via handheld speed guns.
As of Nov. 30, the agency has registered 252,315 violations, with 119,345 validated.
The MMDA currently deploys 186 AI cameras, 348 CCTV cameras, and 100 body-worn cameras. (JCO/PIA-NCR)
