New Makati dads undergo training workshop

MAKATI CITY, 2 Aug. (PIA) -- To enhance their legislative capabilities, newly-elected members of the Makati City Council have recently undergone a four-day legislative course workshop.   

Dubbed as “Makati City: Gearing Up for Legislative Enhancement and Productivity” or MC-LEAP, the workshop was aimed to improve the efficiency of the Sangguniang Panlungsod (SP) as the local policy-making body of Makati City.   Mayor Abby Binay lauded the participants led by Vice Mayor Monique Lagdameo for giving their full support and cooperation to the activity.   

“I thank Vice Mayor Monique Lagdameo and the other newly-elected members of the City Council who participated in the specialized workshop for supporting our thrust of promoting competence and the ability to lead among us local officials of Makati,” Binay said.   

The mayor said the level of competence of local legislators to produce relevant and timely legislative measures would be crucial to the effective delivery of services to the residents and other stakeholders of the city.   Among the topics covered in the workshop were Local Policy Making; Achieving success through Executive-Legislative Partnership; Local Legislative Process (including Oversight Function and Application of Internal and Parliamentary Rules of Procedures); Quasi-judicial Functions of the Sanggunian and How to conduct Administrative Investigation/Proceedings.   

It also tackled Local Planning-Budgeting-Legislation Interface; Local Budgeting Process vis-à-vis the Roles of the Sanggunian; Evidence-based Local Legislation (EBL); Rights-based Approach (RBA) to  Local Legislation; Executive-Legislative Agenda (ELA) Development, Implementation Tracking and Evaluation; and Teambuilding for Effective Local Legislation.   The workshop was by the Center for Local and Regional Governance, National College of Public Administration and Governance of the University of the Philippines (CLRG, UP-NCPAG) in Diliman, Quezon City.     

The resource persons included local government practitioners, academicians, capability building specialists and recognized experts in their respective fields.  Among them were Dr. Dixon Yasay, Atty. Benedicto Gonzales, Willie Prilles, Jr., Thelma Japzon, Atty. Leila Magda Rivera, Atty. JGE Moreno, Jr, CHR Commissioner Karen Dumpit, Atty. Mark Gamboa, and Juan Jovian Ingeniero.   All eight elected councilors from the first district attended the workshop, namely, Virgilio “Jhong” Hilario, Jr.; Fedinand T. Eusebio; Rico J. Puno; Ma. Concepcion M. Yabut; Marie Alethea Casal-Uy; Romeo C. Medina; Ma. Arlene M. Ortega; and Luis Javier.   Councilors from the second district who participated were Nemesio “King” Yabut, Jr.; Nelson “Doc” Pasia; Mary Ruth C. Tolentino; Divina Jacome; Evelyn Delfina Villamayor; Graziele Iony de Lara-Bes; and Shirley Aspillaga.   Liga ng mga Barangay president Armand Padilla, head of Brgy.
