QUEZON CITY, Sept. 18 (PIA) --- To ensure that all concerns regarding the country’s possible commitments on the Intended Nationally Determined Contributions (INDC), all concerned partners and relevant offices are invited to submit its commitment.
During the recent Special Committee on Climate Change hearing at the House of Representatives, Secretary Lucille Sering of the Climate Change Commission said that concerned national government agencies have been invited to every meeting focused on the country’s INDC preparations to ensure that all concerns regarding the country’s possible commitments are addressed.
“With every meeting that the Commission called and held for the INDC preparation, it made sure that relevant offices were invited in order that everyone that should be involved are on the same page on the necessity to submit this commitment and its potential contents,”Sering said.
The INDC, introduced during the Warsaw climate talks in 2013, should state a nation’s climate change mitigation and adaptation actions.
Submitted INDCs will be included in the United Nations Framework Convention on Climate Change (UNFCCC) synthesis report and help determine if collective global commitments would be sufficient to prevent a two degree Celsius increase in global average temperature.
Sering said preparations for the formulation of the Philippines' INDC submission started in January 2015.
"Elements and information on what the INDC should contain were provided during last year’s climate talks held in Lima, Peru," Sering said.
Following are the efforts conducted to complete the country’s INDC prior to submission:
January 14 - The first meeting held by the Commission, led by Secretary Sering and Commissioner Heherson Alvarez for the INDC preparation was held at the Mabini Social Hall in Malacanang attended by the Presidential Management Staff, Office of the Executive Secretary, Philippine Statistics Authority (PSA), Department of Environment and Natural Resources (DENR), Department of Transportation and Communications (DOTC), Department of Energy (DOE), and National Economic Development Authority (NEDA).
January 26 - An INDC Workshop for Government Agencies was held with the DOE, DOTC, NEDA, DENR-Environmental Management Bureau, DENR-Forest Management Bureau, Department of Agriculture (DA), National Commission on Indigenous People (NCIP), and Department of Finance (DOF) represented by its respective technical staff.
On March 23, another meeting for core government agencies was held for the INDC meeting that was attended by DOE, FMB, DOTC, EMB and PSA.
July 24 - Sering met with the civil society organizations to present and discuss the initial results of the government’s preparations for the INDC. She explained that it was the consensus of NGAs working on the document to complete its data set to make a cohesive initial output before presenting it to other stakeholders and that comments from sector on how to improve the document are welcomed.
Private sector representatives were met by Sering at meetings and dialogues regarding the INDC held on July 03, August 4 and August 25, respectively. Among those present during these events were Philippine Chamber of Commerce, Management Academy of the Philippines, Philippines Business for the Environment, Philippine Business for Social Progress, Philippine Disaster Recovery Foundation, Shell, PNOC-EDC, Aboitiz, Meralco, First Gen, Unilever, Cemex, PNOC-RC, La Farge, and PNOC-EC
July 27 - Local experts were also consulted on the INDC contents through an adaptation experts meeting with Dr. Rosa Perez, DA, Philippine Atmospheric Geophysical and Astronomical Services Administration, Office of Civil Defense, Dr. Jake Tio, Ms. Susan Jose and Mr. Francis Benito.
August 11 - Members of the National Panel of Technical Experts namely Fr. Jose Villarin, Dr. Rodel Lasco, Dr. Fernando Siringan, Dr. Carlo Primo David, Dr. Laura David, Dr.Porfirio Alino, Dr. Rosa Perez, Mrs. Lourdes Tibig, Dr. Leoncio Amadore were met by Sering to present and discuss the country’s potential commitments.
“From January until August of this year, the Commission held more than 10 meetings and consultations with national government agencies, business sector, civil society organizations and the country’s National Panel of Technical Experts.” Sering said.
