QUEZON CITY, March 23 (PIA)—The Quezon City Government signed a Memorandum of Agreement
(MOA) with the Metro Manila Development Authority (MMDA), and the Land Transportation Regulatory Board (LTFRB) for the implementation of strict enforcement of laws to address congestion at bus terminals in EDSA.
Under the MOA, signed by Mayor Herbert Bautista, MMDA OIC General Manager Usec. Thomas Orbos, and the LTFRB chairman, Atty . Martin Degra III, the three parties have agreed on the following: jointly conduct inspection of PUV terminals and their respective routes to and from QC; agree to prohibit new bus terminals to be established in QC particularly along EDSA; inspect all PUV terminals, particularly bus companies for necessary permit; and jointly conduct closure operations of PUV terminals upon cancellation of business permit and or operating illegally without permits.
The MOA also defined the responsibilities of each party:
MMDA shall provide information of traffic violations of bus drivers to all parties; strictly enforce nose in nose out policy on PUV terminals; strictly enforce traffic rules and regulations; and identify and forward information on illegal PUV terminal/s, if located in QC this would cause the cancellation of business permit for closure.
LTFRB shall provide a list of bus companies operating legally in QC; make proper issuance for the rerouting of provincial bus lines not to pass along EDSA; and regulate bus operations and its rerouting, particularly those with terminals in QC.
The QC LGU on the other hand shall provide information on all PUV terminals or operators in QC with proper business permit; revoke business permit of PUV terminal after due process, upon receipt of information from MMDA on violation or illegally operating as terminal; and revoke business permit of PUV terminal, upon receipt of information that PUV operator has no franchise from the LTFRB.
