QUEZON CITY (PIA) Ten thousand Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced (TUPAD) worker-beneficiaries will benefit from the Bayanihan sa Estero Program following the Memorandum of Agreement (MOA) signing between the Metropolitan Manila Development Authority (MMDA) and the Department of Labor and Employment (DOLE).

MMDA Chairperson Atty. Romando Artes, DOLE Secretary Francis Tolentino, MMDA Deputy Chairman Usec. Frisco S. San Juan Jr., and DOLE Undersecretary Felipe Egargo Jr. led the ceremonial signing on Wednesday.

The MOA is in line with President Ferdinand R. Marcos Jr.’s directive to ensure Metro Manila is prepared before the onset of heavy rains.

According to Artes, this is a significant increase from the previous 500 TUPAD beneficiaries per quarter. He said the additional 10,000 workers will help clean up esteros, drainage systems, and other waterways throughout Metro Manila to reduce the risk of flooding.

Artes thanked Tolentino and the entire DOLE for their support of the program. He added that he looks forward to more projects and collaborations in the future.

Tolentino said that the agreement reflects the cooperation of the two agencies to address the challenges brought by the rainy season while providing temporary livelihood to thousands of Filipinos under the TUPAD program.

According to MMDA, the beneficiaries will be monitored with the help of 17 local government units and other partner agencies, while the MMDA will conduct overall supervision on the implementation of the program to ensure its effectiveness.

The beneficiaries will also receive wages based on the prevailing minimum wage and will work for 30 days. MMDA added that priority will be given to critical and flood-prone areas in Metro Manila where garbage usually accumulates and clogs waterways. (JEG/PIA-NCR)
