‘This is for you’: Marcos signs Magna Carta for Filipino seafarers

MANILA, (PIA) — President Ferdinand R. Marcos Jr. officially signed the Magna Carta for Filipino Seafarers that aims to enhance the rights and welfare of seafarers, who have long been recognized as vital contributors to the Philippine economy and culture.

This is for you,” President Marcos declared in his speech during a ceremonial event at the Malacañan Palace on Monday, September 23, addressing the seafarers directly. “You are the embodiment of the Bagong Filipino spirit—resilient, hopeful, and always moving forward.”


This landmark legislation aims to enhance the rights and welfare of seafarers, who have long been recognized as vital contributors to the Philippine economy and culture.

Marcos expressed gratitude to key officials, including Labor Secretary Benny Laguesma, Senate President Chiz Escudero, and House Speaker Martin Romualdez, acknowledging their efforts in advancing the legislation.



He emphasized the significance of the Magna Carta as more than just a legal document, stating, “It is a tribute to their sacrifices… a call to weave together a future that they can be proud of.”

The President highlighted the crucial role of seafarers in connecting nations and markets, referring to them as “heroes of the modern world.” However, he also addressed the challenges they face, including isolation, safety threats, and the dangers posed by geopolitical tensions, particularly referencing recent attacks on cargo ships in the Red Sea.

This signing is our collective acknowledgment of these sacrifices,” Marcos said. “It’s our way of telling our seafarers: We see you, we hear you, and we are here to support you.”

The Magna Carta establishes and protects the fundamental rights of Filipino seafarers, including fair wages, safe working conditions, and opportunities for skills development. President Marcos stressed that fair wages represent dignity and respect for hard work, while safe working conditions are essential for the well-being of seafarers.

Skills development is not just a provision in the law; it is about providing tools and training to become more competitive,” he added.

The law aims to align with global maritime labor standards and includes measures to enhance training, secure contracts, and ensure fair benefits for seafarers. It also seeks to protect them from exploitation by prohibiting certain fees that can burden workers before they even set sail.

As technology continues to evolve the maritime industry, the Magna Carta addresses the need for lifelong learning and adaptation, ensuring that Filipino seafarers are equipped to navigate these changes.

The President concluded by pledging ongoing support for seafarers, affirming that the nation stands with them as they navigate their journeys. “This is our pledge: to sail with you, every step of the way, until you find your way home safely back to the Bagong Pilipinas,” he said.
